Why doesn’t Jindal get co-sponsors?

As of this posting on 1/17/07, every bill that Congressman Jindal has sponsored in the 110th Congress comes without a co-sponsor. It seems to be prudent to get the support of other congressional representitives when presenting a bill to be considered by Congress. He has co-sponsored other bills. It seems to me that if I am going to co-sponsor someone else’s bill I might just say to that person “since I am co-sponsoring your bill, how about you co-sponsor mine”. Other Congressmen have no problems getting bills co-sponsored.
Is it just that he does not get the support of others or is it just that he cannot get the support of others. Or maybe he just wants to be able to say “I proposed legislation x, y, and z” when he runs for governor.
